1. Candidates who are graduates or have an educational background in Public Policy, Politics, Economics, History, Journalism, Mass Communication, and Law/Legal would be preferred
2. Basic understanding of government functioning and procedures
3. Understanding, experience, or knowledge of any of the below mentioned fields- public works, infrastructure, irrigation, water management, groundwater resources, education, K-12, higher and technical education, women, and child welfare
4. Knowledge of tribal affairs, social justice, minorities, housing, RERA, urban development, urban local bodies, sanitation, and solid waste management, information technology, and e-governance
5. Knowledge, understanding, and experience revenue, finance, planning, agriculture, forest, animal husbandry, dairy development and fisheries, rural development, panchayat raj, cooperatives, textiles
6. Knowledge, understanding, and experience of law and judiciary, transport, RTO, emissions, road safety, employment and self employment, public health, environment, and labour
