The challenge focuses on bridging the digital divide by supporting ideas and projects that increase broadband access, reduce internet affordability barriers, or encourage communities to adopt internet-based services.

- Age Requirement: Individual participants and team leaders must be at least 18 years old.
- IEEE Membership: Not mandatory; a free IEEE account is required to submit.
- Submission Language: English
- Phase 1: Submit a short 500-word abstract describing the solution
- Phase 2: Shortlisted participants submit a more detailed online proposal with supporting materials, including a short video
- Phase 3: Finalists present their solution in a private live/virtual session with Q&A
- AI Usage Rule: AI tools may be used, but participants must disclose the AI systems used and explain how AI contributed to the submission

- Cash Prizes: Winners receive cash awards across different tracks and categories
- Maximum Individual Prize: No single IEEE prize will exceed USD 10,000.
- Prize Track Note: Proof-of-Concept prizes are usually higher than Concept-Only prizes.
