4. are from or open to relocate to Delhi, Ghaziabad, Gurgaon, Noida and neighboring cities

Good communication skill
Command in Hindi and English language in reading, writing and speaking
Can communicate with the informal actors
Can commute to the locality where informal actors exist
Good in using the app-based or web-based forms
Can report day to day basis
